Plumbing in Timberwood Park, TX

Timberwood Park is a large unincorporated community in north-central Bexar County. It sits west of US 281 and east of Blanco Road, about 20 miles north of downtown San Antonio, at the southern edge of the Hill Country. It is not inside San Antonio city limits. Homes here have ZIP code 78260. Plumbing here works differently from most of the city in three ways: many homes are on septic instead of city sewer, the land is in the Edwards Aquifer contributing zone, and permits depend on unincorporated-county and San Antonio ETJ rules rather than a city permit office.

How the neighborhood was built, and what that means for your pipes

The Handbook of Texas records that the original Timberwood Park tracts were bought in 1976 and 1979 and platted into 3,263 lots on about 2,172 acres. Most lots were around half an acre. The population then grew from 2,578 in 1990 to 13,447 in 2010 and 35,217 in 2020, so the area has houses of very different ages. The first half-acre homes from the 1980s and 1990s now have water heaters, supply lines and septic parts reaching replacement age. Newer subdivisions mostly have PEX or CPVC supply lines. Long runs from the meter to the house are normal on big lots. A leak in a buried yard line can run for weeks before you notice a soggy spot.

Septic systems and Bexar County OSSF rules

Many Timberwood Park homes, especially on the original large lots, use private on-site sewage facilities (septic) instead of a SAWS sewer connection. Bexar County requires every septic system to be permitted. Any repair or change needs a county repair permit. A standard system is renewed every five years by pumping the tank and sending in the receipt. An aerobic system needs a maintenance contract. Slow drains in every fixture at once, gurgling, sewage odor outside, or wet ground over the drain field usually mean a septic problem, not a clogged pipe. Call a septic professional, not only a drain cleaner. The Villas at Timberwood show how expensive a failing shared system can be. In 2024, Bexar County commissioners approved about $2 million in federal ARPA funds to connect its 75 homes to SAWS sewer.

Water supply: SAWS, Trinity wells and hard water

Timberwood Park gets its water from SAWS. The area was once served by BexarMet, which SAWS absorbed. Besides the regional supply, SAWS runs a Timberwood Project that can deliver up to 2,000 acre-feet a year of Trinity Aquifer water from four wells. SAWS lists typical hardness at 15 to 20 grains per gallon. On a tank water heater, that means sediment, and on a tankless unit it means scale. If you have a softener, a unit that stops regenerating lets scale come back quickly. Our hard water guide and tank vs. tankless comparison go into more detail.

Freeze risk on the Hill Country edge

At about 1,234 feet, Timberwood Park sits higher than central San Antonio and averages around 17 nights a year below freezing. The February 2021 winter storm dropped heavy snow here and burst pipes across the area. Hose bibs, irrigation backflow assemblies and well or softener equipment in garages are the usual weak points. See our freezing pipes guide, and learn where your main shutoff valve is before the next freeze.

Slab leaks and hidden leaks

Many homes here are built on slab foundations. Pipe under the slab can leak from soil movement, abrasion or poor fittings, so check for leaks before you assume a high bill is a billing error. SAWS’s meter test is simple: turn off every fixture, then watch the flow screen or compare readings an hour apart. SAWS owns the line from the main to the meter, and the homeowner owns the line from the meter to the house. If you find a leak, our slab leak repair cost guide for San Antonio covers detection, reroute versus spot repair, cited cost ranges and the SAWS leak adjustment.

Permits in an unincorporated area

Because Timberwood Park is outside city limits, the City of San Antonio’s in-city plumbing permit process does not apply in the usual way. Bexar County’s Fire Marshal handles building permits in unincorporated areas, but the county excludes single-family homes (three units or fewer). Its building permits page tells residents in the San Antonio ETJ to check with City of San Antonio Development Services for ETJ requirements. Septic repairs always need the county OSSF repair permit. Whatever the job, hire a plumber with an active Texas license, which you can check on the TSBPE license search, and get the scope in writing.

Timberwood Park Plumbing FAQs

Is Timberwood Park inside San Antonio city limits?
No. Timberwood Park is an unincorporated community (a Census-designated place) in north-central Bexar County. It is in the City of San Antonio extraterritorial jurisdiction (ETJ), but not inside the city. That affects which office handles permits. Ask your plumber, or call City of San Antonio Development Services and Bexar County, before work starts.
Do I need a permit for plumbing work in Timberwood Park?
Bexar County building permits for unincorporated areas go through the Fire Marshal, but the county excludes single-family homes (three units or fewer) from that program. The county also tells residents in the San Antonio ETJ to check with City of San Antonio Development Services for ETJ requirements. Septic work is different. Any repair or change to an on-site sewage system needs a Bexar County OSSF repair permit.
Who handles septic problems in Timberwood Park?
Bexar County permits every on-site sewage facility (OSSF). A repair or change needs a county repair permit. Standard systems are renewed every five years by having the tank pumped and sending in the receipt with a fee. Aerobic systems need an ongoing maintenance contract. A licensed installer or plumber usually handles the repair, and the county inspects it.
Who supplies water in Timberwood Park?
SAWS. The area was served by BexarMet before SAWS absorbed it. SAWS water here is a blend of sources, and its Timberwood Project wells can supply up to 2,000 acre-feet a year of Trinity Aquifer water. SAWS lists typical hardness at 15 to 20 grains per gallon, so water heater flushing and softener maintenance matter.
How much does plumbing repair cost in Timberwood Park?
It depends on the job and the house, so get written estimates from two or three licensed plumbers. Our slab leak repair cost guide and plumbing repair cost guide list published ranges with their sources. We do not quote prices for individual contractors.
